Introduction
In Korea, there is a broad consensus among industry and government on the importance of design as a core factor in doing business. The Korean government performed the first Comprehensive Plan for Industrial Design Promotion ('93 - '97), with which the number of designers and design firms have grown explosively, just as the investment on design development for SMEs (Small &Medium Sized Enterprises) has incredibly expanded. However, when facing the economic crisis in 1997, Korea was faced with demands to make fundamental innovation in design strategy, concentrating on design promotion in terms of quality, not quantity. Thus, the Korean government launched the second Comprehensive Plan for Industrial Design Promotion ('98 - '02) in 1998 with the purpose of inspiring designers to expand their creativity and enhance the quality of Korean design.
In the year 2003, the government, keenly aware of the central role design plays in the nation's competitiveness, announced the Third Comprehensive Plan for Industrial Design Promotion ('03 - '07). This five-year plan aims at promoting design industry systematically to make Korea an industrial hub in the East Asian region. To realize user-oriented design promotion, the plan was finalized after going through public hearings and listening to the opinions of design experts.
Design & Brand Policy Division
The Korean government has formed the Design & Brand Policy Division, which works within the Ministry of Knowledge Economy (MKE) with the purpose of establishing and implementing design promotion policies.
With an end goal of helping industries best utilize design to enhance their competitiveness, the Design Brand Division works for the development and promotion of Korea's design industry -- setting up design policy and implementing design promotional acts. It covers the MOCIE's relationship with KIDP and the design industry.
